Neighborhood safety indicators help evaluate what conditions exist and whether the direction the neighborhood is headed is positive or negative. Indicators can influence business investment and residential development, so monitoring neighborhood safety allows the county to recognize changes and address the needs of the community to ensure a sense of security.

Recidivism is defined as the first return to an institution within the specified follow-up period. This includes returns for a technical violation of parole, a prison sanction, and incarceration for committing a new crime (recommitment for a new criminal conviction).
